  1. About CamboJA

CamboJA is a membership association of Cambodian journalists and media workers established in 2019 in the wake of rapid decline of press freedom in the country. Our mission is to promote access to information and press freedom, strengthen the professionalism of journalists, and support their livelihoods. CamboJA works assertively with all stakeholders to build a strong journalist and media professional community in Cambodia focusing on capacity building, advocacy, strengthening support base, and building enabling environment for independent journalists.

We are currently looking for highly competent and experienced research consultant(s) to support our Research & Advocacy program in producing one annual monitoring report and four quarterly monitoring reports on journalism situation in Cambodia. All reports will be produced in English.

  1. Scope of work

The main role of the consultant(s) is to provide technical support to CamboJA’s Research & Advocacy program to produce one Annual Monitoring Report on Journalism Situation in Cambodia covering the period of Jan – Dec 2022 and 4 quarterly monitoring reports covering (Oct – Dec 2022; Jan – Mar 2023; Apr – Jun 2023; Jul – Sep 2023) to ensure quality and credibility of the reports. Specific duties of the consultant includes:

  • reviewing and updating the current monitoring framework of CamboJA using UNESO’s Journalists’ Safety Indicators in collaboration with CamboJA’s Research & Advocacy program staff
  • applying the updated monitoring framework in collaboration with Research & Advocacy program staff
  • compiling and analyzing data
  • conducting in-depth interviews with relevant stakeholders if needed
  • Writing the monitoring reports in English

 

  1. Milestone schedule

Accomplishment of the consultancy will be based on the completion of the tasks and successful submittal or completion of the milestones indicated. Payments will be made upon each successful completion of each milestone indicated below.

  • Case studies (if needed)
  • Relevant infographics or comparison with previous quarter’s data
  • Key trends in legal environment affecting journalists’ safety, press freedom, and free flow of information
  • List of recommendations to relevant stakeholders

Requirements

The selected applicant must have the following qualifications and experience:

  • Good understanding of media landscape and journalists’ safety issues in Cambodia
  • Good knowledge of UNESCO Journalists’ Safety Indicators
  • At least five years of professional experience in leading media or human rights-related studies in Cambodia especially in applying qualitative research methods and research report writing
  • Master’s degree in media management, human rights or other related fields
  • High level of English proficiency
  • Ability to commit to the deadlines as set in the milestone schedule
