About CamboJA  

CamboJA is a membership association of Cambodian journalists and media workers established in 2019 in the wake of rapid decline of press freedom in the country. Our mission is to promote access to information and press freedom, strengthen the professionalism of journalists, and support their livelihoods. CamboJA works assertively with all stakeholders to build a strong journalist and media professional community in Cambodia focusing on capacity building, advocacy, strengthening support base, and building enabling environment for independent journalists. 

We are currently looking for highly competent and experienced research consultant to support our Research & Advocacy program in producing annual and quarterly monitoring reports on harassment cases against journalists in Cambodia. The documentation and publication are part of our ongoing efforts to monitor and advocate for press freedom in Cambodia. The reports include brief summaries of incidents and news updates related to press freedom and freedom of expression of journalists that happen in each quarter and year. 

Scope of work 

The main role of the consultant is to provide technical support to CamboJA’s Research & Advocacy program to compile the monitoring data collected by in-house team into well-written reports in English and Khmer. The reports will be published online on an annual and quarterly basis at the end of each quarter. The monitoring data covers physical, digital, and legal safety dimensions in harassment cases against individual journalists, citizen journalists, and media houses operating in Cambodia, and key developments in the operating environment that affects press freedom and freedom of expression of journalists in the country. 

 

Specific duties of the consultant include: 

  • Edit articles/factsheets (in English) summarizing each harassment case recorded by in-house team. 
  • Collaborate with in-house team to produce case studies in English, if needed. 
  • Collaborate with in-house team in reviewing collected data in the monitoring platform to ensure accurate, comprehensive, consistent, and up-to-date information of each case.  
  • Ensure the information can be easily accessed and analyzed and produced into periodic public reports in English. 
  • Compile the verified data into interesting public reports (in English) that can be used for further advocacy.
  • Ensure the reports are well written and published within deadlines.
  • Collaborate with Research & Advocacy Manager to ensure the reports are accurately translated from English into Khmer language.
  • Collaborate with in-house graphic designer to ensure the reports are well designed.
  • Support in-house team in gathering and verifying data if needed.
  • Support in-house team to monitor court cases, conduct trial monitoring or other fieldwork to investigate harassment cases if needed. 

 

Milestone Deliverable Schedule 

Accomplishment of the consultancy will be based on the completion of the tasks and successful submission of each milestone deliverable indicated in the Deliverable Schedule. Payments will be made upon approval of each milestone deliverable.

Required Qualification 

The selected applicant must have the following qualifications and experiences:   

  • Knowledge of media landscape and journalists’ safety issues in Cambodia and/or in Southeast Asian region. 
  • At least five years of professional experience in producing public reports in English on human rights violations.
  • Bachelor’s degree in journalism and other related fields (master’s degree is preferred) 
  • Ability to communicate in English.  
  • Willingness to travel to provinces as a team to conduct fieldworks (occasionally)  
  • Ability to start the consultancy work no later than June 1, 2023.   
  • Ability to commit to the publication deadlines as set in the deliverable submission schedule.
