CamboJA is a membership association of Cambodian journalists and media workers, established in 2019. Our mission is to promote access to information and press freedom, strengthen the professionalism of journalists, and support their livelihoods. CamboJA works assertively with all stakeholders to build a strong journalist and media professional community in Cambodia focusing on capacity building, advocacy, strengthening its support base, and building enabling an environment for independent journalists.

We are currently looking for a highly competent and experienced professional for the following position.

Monthly salary scaleFrom USD 800.00

Job Summary

The HRAO is responsible for managing personnel records, updating databases, and assisting in HR operations and administrative tasks. S/He/they handle tasks that provide support to create company policies, scheduling interviews, preparing HR-related reports, produce and documentation of letters in and out.

Job Responsibilities

Managing personnel records and updating databases
  • Coordinate with other departments to develop, review, and update job descriptions of CamboJA’s staff and new staff who are being recruited.
  • Updating internal databases including the staff list, staff information, and new hire information.
  • Maintaining physical and digital personnel records: employment contracts, employee files, annual leave, compensation, sick leave, special leave, timesheet, contracts with consultants or suppliers etc.
  • Responsible for managing the fixed asset recording, check, and timely updating.
Provide support and coordinate the process of new recruitment
  • Publish and remove job ads
  • Acting as the focal person to communicate with applicants.
  • Schedule job interviews and contact candidates as needed.
  • Provide additional support to the recruitment panel if needed.
Provide support and coordinate capacity development to staff  
  • To coordinate and ensure that staff capacity development assessments and staff satisfaction surveys are being conducted, data analysis, and quality reporting of the above.
  • Report the needs of capacity development to the supervisor for decision making.
  • Coordinate the training based on the needs and approvals.
Acting as the focal person to deal with insurance companies and related agencies e.g., hospitals.
  • Acting as the focal person for communication with insurance companies and staff.  
  • Update the staff list and ensure the insurance cover (NSSF, Private insurance) is effective and on time and support staff to make insurance claims, if needed. 
Support compliance with government legislation, develop policies or procedures.
  • Ensure that CamboJA is compliant with government legislation.
  • Coordinate or provide support to supervisors to develop policies or related procedures.
  • Manage the orientation for staff on the Human Resource policy.
Manage the administrative tasks in the office
  • Supervise the management of the security guard, cleaner, driver, or intern, to ensure smooth operation of office work.  
  • Coordinate and ensure that the monthly staff meeting is conducted well, with clear agendas for staff.
  • Writing up the staff meeting minutes
  • Manage all leave requests, and other documents that fall under the tasks under administration.
Other tasks
  • Other duties or tasks as assigned by managers.
  • Provide support for the procurement processes

Qualifications

  • University graduate in business administration or related qualification.
  • At least 3 years’ experience in HR and administrative work.
  • MS Office (Word, Excel, PowerPoint, Email)
  • Knowledge of labor law and related laws and procedures related to human resources.
  • Teamwork and multi-culturalism spirit.
  • Knowledge and understanding of gender issues.
  • Proactive support and team building.
  • Organizational skills.
  • Good verbal and written communication abilities.
  • Good problem-solving skills
  • Good teamwork skills.
