CamboJA is urgently seeking a website design team to build a user-friendly, visually appealing, and secure website to promote CSOs-led Digital Rights Working Group’s annual event on digital rights and internet freedom.

Objectives
The specific objectives of this consultancy are as follows:
- Create a visually appealing and user-friendly website design that reflects the Digital Rights Working Group’s vision and objective.
- Develop a content management system (CMS) that allows for easy creation, management, and publication of news articles and other content.
- Implement a responsive design that ensures the website is accessible and easy to use on all devices, including desktop computers, tablets, and smartphones.
- Integrate social media sharing functionality to allow users to easily share news articles and other content on their preferred social media platforms.
- Implement search functionality that allows users to easily find news articles and other content based on keywords or topics of interest.
- Develop a subscription system that allows users to sign up for email newsletters or other updates from the website/the working group.
- Implement analytics tools that allow the working group to track website traffic, user behavior, and other metrics to inform content strategy and website optimization.
- Ensure website security and protection of user data by implementing appropriate security measures such as SSL encryption and secure login functionality.
- Optimize the website for search engines by implementing best practices for search engine optimization (SEO), such as using relevant keywords and meta tags.
- Produce content in Khmer language to present and promote the first annual joint event of Digital Rights Working Group to inform the target audience.
Scope of Work
The website design team will be responsible for:
- Designing the website layout and user interface: The website should have a clean and modern design, with intuitive navigation and clear calls-to-action. The website should also be optimized for mobile devices.
- Developing the website using appropriate programming languages and frameworks: The website should be developed using industry-standard programming languages and frameworks, such as PHP, HTML, CSS, and JavaScript.
- Creating discussion thread and comment functionality: Users should be able to create discussion threads and comment on existing threads. The website should support multimedia content such as images and videos.
- Developing moderation tools: The website should have moderation tools to ensure appropriate content and behavior. Moderators should be able to remove inappropriate content and ban users who violate the website's terms of service.
- Ensuring website security and data protection: The website should be secure and protected against common attacks such as SQL injection and cross-site scripting. User data should be encrypted and stored securely.
- Conducting testing and debugging to ensure website functionality: The website should be thoroughly tested and debugged to ensure that all functionality works as intended.
- Providing documentation and training for website management: The website development team should provide documentation outlining website functionality and management, as well as training for website management.
Deliverables
The website design team shall provide the following deliverables in accordance with agreed timeline:
- A fully functional website: The website should meet all of the objectives outlined in this ToR and be thoroughly tested and debugged.
- Documentation outlining website functionality and management: The website development team should provide documentation outlining website functionality and management, including instructions for website management and maintenance.
- Training for website management: The website development team should provide training for website management, including how to use the moderation tools and how to manage user accounts.
Timeline
The project is expected to take approximately 2 months to complete. The website development team should provide regular progress updates to the project manager, including a detailed project plan outlining milestones and deadlines.
Evaluation
The website development team will be evaluated based on their ability to deliver a high-quality, user-friendly, and secure internet forum website within the given timeline and budget. The website will be evaluated based on its functionality, usability, and security. The evaluation will also consider references and examples of previous work provided by the consultant.
