Cambodian Journalists Alliance Association (CamboJA) is a local membership association that is registered with ministry of interior since late December,2020.
Our mission is to promote access to information and press freedom, strengthen the professionalism of journalists, and support their livelihoods. CamboJA works assertively with all stakeholders to build a strong journalist and media professional community in Cambodia focusing on capacity building, advocacy, strengthening support base, and building enabling environment for independent journalists.
CamboJA shall procure/commission an audit of the global financial report based on the calendar year 2024.
Responsibilities
- The audit firm must ensure their quality assurance to review CamboJA for ACAR’s compliance and it is in accordance with organization’s accounting record and donors’ rule and requirement that has mentioned in agreement and CamboJA’s policies are complied.
- The auditor is responsible for complying with the following TOR’s donor rule and communication with one donor (NPA)’s auditor responding to this TOR. The TOR for donor rule will be provided by e-mail.
- To conduct the global financial report for the fiscal year 2024 (01 Jan 2024 to 31 Dec 2024) for submission to donors (Modified Cash Basic Report) and Accounting and Auditing Regulator (ACAR) in Cambodia (Cash Basic Report) with including the Khmer version reporting.

Bidder Eligibility
- Bidding firms will be required to meet the following criteria:
- Be registered with the Kampuchea Institute of Certificated Public Accountants and Auditors (KICPAA)
- Be registered with ACAR.
- Proven experience in providing audit services with a sound knowledge of donor-financed projects.
- Qualified staff with relevant experience and skills in auditing
- Have a system of quality control in the provision of audit and assurance services.
- Should demonstrate that it has the capacity and experience required to undertake the audit within the required timeline.
- Additionally, they should demonstrate experience in auditing International or National Non-Government organizations.
Tender submission
Firms meeting the above criteria are requested to submit their proposals via email provided in the contract details as follow:
- Technical proposal containing:
- Confirmation of the firm’s understanding and capacity to deliver on TOR.
- The methodology/ approach, Workplan and timelines for undertaking and
completing the assignment and deliverables.
- CV of the key staff proposed to do the assignment.
- The financial proposal indicates the proposed fees including VAT.
The proposal should be submitted with the subject line clearly written as
“SUBMIT FOR PROPOSAL_ PROVISION OF AUDIT SERVICES_CAMBOJA_YOUR FIRM’S NAME”
