CamboJA is a membership association of Cambodian journalists and media workers established in 2019 in the wake of rapid decline of press freedom in the country. Our mission is to promote access to information and press freedom, strengthen the professionalism of journalists, and support their livelihoods. CamboJA works assertively with all stakeholders to build a strong journalist and media professional community in Cambodia focusing on capacity building, advocacy, strengthening support base, and building enabling environment for independent journalists.

We are currently looking for a highly competent and experienced professional to join our dynamic team.

Job Summary

Under direct supervision of Executive Director, the PC is responsible for the effective and efficient coordination of all program activities to meet expected results and provide leadership to the program team of Capacity Development and Research & Advocacy. He/She is also be responsible for the development and implementation of MEL plan with support from program staff or consultant.

Duties

Strategic Program Leadership and Implementation 

  • Develop programmatic strategies and design of interventions with close consultation with management committee and relevant staff including work plans, budgets, funding and human resources
  • Actively participate in management meetings to ensure effective leadership and management of the association in line with institutional strategies and goal
  • Work closely with the management committee to proactively prevent/address programmatic challenges and risks
  • Work closely with communication  & resource mobilization coordinator in fundraising efforts by ensuring an overview of relevant donors, ongoing screening of funding opportunities, dialogues/meetings with key stakeholders, and contributing to proposal writing
  • Foster good relations with donors, partners or relevant stakeholders by maintaining and initiating dialogues with key stakeholders
  • Work closely with the management committee to develop necessary policies, guidelines, or SOP to strengthen management and leadership capacity of the association
  • Actively participate in board meetings if required

Coordination of Program Activities and Team Leadership

 

  • Coordinate effectively and efficiently the implementation of all program/project activities and ensure compliance with donors’ requirements 
  • Provide feedbacks and guidance to program staff
  • Lead and supervise consultants on specific assignments and produce terms of references, contracts and time allocation
  • Cooperate with Communications and Resource Mobilization Coordinator to provide new project orientations to relevant staff
  • Provide trainings to program staff to enhance their capacity in relevant areas
  • Undertake personnel performance appraisals of program staff under supervision

Monitoring and Evaluation

  • Ensure the monitoring, evaluation and learning plan is developed alongside a logical framework matrix to ensure that outcomes, outputs and activities, indicators and monitoring mechanisms are correctly in place
  • Monitor and review progress and impact on an ongoing basis and collect necessary data to ensure regular adjustments 
  • Take lead in regular program meetings to keep track of project/program progress including monitoring and maintaining the financial overview 
  • Conduct program/project evaluation based on the evaluation plan and compile evaluation reports with support from relevant staff
  • Work closely with possible external consultants to conduct program/project evaluation

Reporting

  • Keep track of deadlines for donor progress reporting
  • Coordinate with program managers and relevant team members to ensure project and program reporting meets the deadlines
  • Be the focal person to respond and provide information related to project and program implementation to supervisor, management committee, donors and partners
  • Work closely with Communication Unit to produce annual reports and other publications of the institution
  • Lead program teams  to document case studies, lessons learnt, and best practices and promote results of the programs

Other tasks

  • Other duties assigned by reporting line

 

Qualification Requirements

  • At least 5-year relevant professional experience in program coordination and management in nonprofits
  • Master’s degree in the filed of media management, journalism, law, international development, or other related fields.
  • Knowledge and understandingof media systems, journalism and/or media development in Cambodia
  • Experience and understanding of working with journalists and human rights defenders 
  • Knowledge and understanding of human rights, freedom of expression, and press freedom as well as legal framework
  • Knowledge and understanding of gender issues
  • Experience in programme cycle management including monitoring, evaluation, learning and report writing
  • Experience in budgeting and proposal writing
  • Ability to work independently within guidelines
  • Strong coordination and leadership skills
  • Dedicated team player
  • Experience in communication with a wide range of stakeholders
  • Good interpersonal skills, resilience and cultural sensitivity
  • Computer literacy (MS Office)
  • Problem solving and critical thinking skills
  • Ability to work under tight deadlines
  • Fluency in both oral and written English and Khmer
  • Strong motivation to promote professional and high-quality journalism;
  • Ability to work in fast-paced environment; ability to multi-task; attention to detail and flexibility to travel and work with community people.
