We are currently looking for a highly competent and experienced professional for the MEAL Specialist to support the implementation and functionality of our newly established Monitoring, Evaluation, Accountability, and Learning (MEAL) framework.

Location Phnom Penh (with occasional travel to provinces)
Status of Contract Full-time Staff (FDC)

I. Job Summary

The MEAL Specialist is responsible for leading the design, implementation, and strengthening of CamboJA’s MEAL system across all programs. The position ensures that monitoring tools are applied consistently, data is accurate and accessible, reporting is timely and high quality, and learning is integrated across teams.

The MEAL Specialist will work closely with the Executive Director, Program Directors, project teams, and cross-unit staff to ensure strong evidence-based programming, donor compliance, and organizational learning.

II. Job Responsibilities

ResponsibilitiesDuties
MEAL System Development & Strengthening
  • Review, refine, and update CamboJA’s MEAL Framework and tools as needed.
  • Ensure all program indicators are aligned, measurable, and reported consistently
  • Develop and maintain a consolidated monitoring & reporting matrix for all programs.
  • Establish and update data collection tools and SOPs for MEAL System
  • Integrate gender equality, disability and social inclusion (GEDSI) considerations into monitoring tools, indicators, reporting, and program learning.
Monitoring & Data Management
  • Support program teams to collect, verify, and analyse data for outputs and outcomes.
  • Maintain and generate an organizational program results dashboard and provide periodic updates to management.
  • Conduct field monitoring when needed and ensure data quality assurance checks.
  • Manage beneficiary feedback and accountability mechanisms.
  • Coordinate with program units and support units to monitor results of interventions.
  • Support the development and tracking of program risks, mitigation strategies, and adaptive management processes.
Evaluation, Research & Learning
  • Coordinate internal and external studies, surveys, assessments, or evaluations.
  • Produce analytical reports and evidence summaries to support decision-making.
  • Lead quarterly/mid-year/annual reflection and learning sessions.
  • Document lessons learned and ensured knowledge management practices are applied.
Reporting & Documentation
  • Support Program Directors in producing high-quality donor reports.
  • Coordinate and consolidate to produce CamboJA’s Annual Report.
Capacity Building Innovation & Learning Culture
  • Deliver training to CamboJA staff or CamboJA’s partners if requested on MEAL concepts, tools, database management, and reporting.
  • Provide ongoing coaching to programming teams to strengthen their MEAL competencies.
  • Promote a culture of continuous learning by encouraging staff to generate insights, experiment with new approaches, and apply evidence in decision-making.
Cross-Team Coordination
  • Work collaboratively across association to ensure integrated MEAL practices.
  • Participate in management and planning meetings, offering evidence-driven recommendations.
  • Lead or support digitalization of MEAL processes (e.g., automated dashboards, online feedback systems, digital data collection forms).
  • Provide support to develop project proposals or strategic proposals if needed.

Qualifications

  • Bachelor’s degree in Monitoring & Evaluation, Statistics, Human Rights, social sciences, Development Studies, or a related field.
  • Master’s degree preferred.
  • Minimum 5 years of progressively responsible experience in MEAL roles, preferably with Media/ NGOs.
  • Knowledge of donor/partner reporting requirements and ability to ensure MEAL procedures meet compliance standards.
  • Experience in media development, human rights, advocacy, or civil society organizations is an advantage.
  • Demonstrated experience designing MEAL systems, tools, and indicator frameworks.
  • Strong record in producing donor reports, analytics, evaluations, and organizational reports.
  • Strong knowledge of M&E methodologies, qualitative and quantitative data collection, and indicator tracking.

  • Proficiency with tools such as:
    • Excel / Google Sheets (advanced level)
    • Kobo Toolbox or other digital data collection platforms

    • Data visualization tools (Power BI, Data Studio, or equivalent)

  • Experience with accountability and feedback mechanisms.
  • Strong analytical and critical-thinking abilities.
  • Excellent communication and presentation skills (Khmer and English).
  • Ability to work independently, manage deadlines, and coordinate across multiple teams.
  • High attention to detail and commitment to data accuracy.
