Job Summary

Research & Advocacy Officer (RAO) works under direct supervision of Research & Advocacy Manager to carry out projects and activities under CamboJA’s Research & Advocacy Program including media rights monitoring and documentation, facilitating access to support services for journalists, and implementing advocacy actions to promote media freedom, safety of journalists, access to information, and freedom of expression.

Key Responsibilities

ResponsibilitiesDuties
Develop research and advocacy strategy and action plan- Support RAM in developing advocacy strategy and action plan;
- Coordinate with other team members to ensure good planning, synergy and effectiveness
Execute research & advocacy projects/activities- Support RAM in monitoring and documenting violence/harassment cases against journalists and keep accurate and up-to-date record of those cases;
- Conduct investigations into any cases brought against journalists (including members & non-members journalists/media professionals) where necessary;
- Provide support in conducting research studies related to press freedom, access to information, and freedom of expression;
- Producing quarterly and annual monitoring reports on journalism situation and other knowledge materials;
- Contribute to the production of IEC materials for online and offline dissemination;
- Organize workshops or events to promote and advocate for media freedoms, safety of journalists, access to information, and freedom of expressions;
- Support RAM in mobilizing support from relevant stakeholders for advocacy actions and engage with partners in media development efforts;
- Prepare budget and workplan for execution of activities under RA program;
- Arrange logistics as necessary for project/activity implementation;
- Facilitate journalists’ access to legal and psychosocial support service
Monitoring and Evaluation (M&E)- Contribute to the development of M&E tools for Research and Advocacy projects/activities
- Keep track of project progress and ensure compliance with requirements of donors;
- Ensure timeliness of data collection, data entry  and reporting;
- Provide support to RAM in writing reports to supervisors and donors;
- Support RAM in evaluating program or projects Write case study and success stories or lessons learnt
Being CamboJA’s representative in partners’ meetings- Participate in internal meetings and events organized by CamboJA
- Participate in meetings with partners and donors when required
Other tasksOther duties assigned by reporting line

Position Qualifications/Requirements

  • At least 2-year experience working as researcher, human rights defender, advocacy officer or legal project officer in the fields related to press freedom, freedom of expression, and access to information;
  • Bachelor’s degree of law, journalism or other related fields;
  • Good understanding of and experience in research design, data collection, data analysis, and research report writing;
  • Knowledge and understanding of project management cycle;
  • Knowledge and understanding of local and international legal frameworks concerning freedom of the press, freedom of expression, and human rights;
  • Knowledge and understanding of principles and practices of professional journalism;
  • Knowledge and understanding of monitoring and evaluation system;
  • Knowledge and understanding of gender issues;
  • Good writing and oral communication skills in Khmer & English;
  • Computer literacy (MS Office);
  • Teamwork and multi-culturalism spirit;
  • Strong motivation to promote professional and high-quality journalism;
  • Ability to work in fast-paced environment; ability to multi-task; attention to detail and ability to travel and work with community people.
  • Ability to start the work in early January 2023
