Job Summary

CDM works under the supervision of Program Coordinator (PC). He/She must coordinate the planning and implementing processes of all CamboJA’s activities related to capacity development for CamboJA’s members, staffs and the board of directors. The Capacity Development Manager will lead capacity development assessments and ensure quality of the design and the delivery of capacity development activities in compliance with all CamboJA, donor, partner and project-specific policies. Successful applicant will be the point of contact on a variety of projects/activities related to capacity development for CamboJA.

Key Responsibilities

ResponsibilitiesDuties
Develop capacity building plan for CamboJA’s staffs and members
  • Working closely with management team to develop capacity development strategies and approaches for effective capacity development for CamboJA’s members/non-members journalists/media professionals, staff, and partners on journalism and media-related topics
  • Develop capacity development materials and methodologies for specific topics identified as needed for capacity development of journalists/media professionals including trainings, workshops, mentoring and coaching, peer learning, etc.
  • Develop annual capacity development workplans for CamboJA’s members, staff and board of directors
  • Develop internal procedures for implementing capacity building activities
Implement capacity development activities in accordance with approved plans
  • Lead Capacity Development Officer and other team members in implementing capacity development projects/activities
  • Collaborate with other teams in planning, implementing, monitoring, evaluating, and promoting activities related to capacity development to the public
  • Oversee logistic preparation for capacity development activities, including securing catering and event space, preparing agendas and minutes
  • Work closely with communication team to keep journalists (members & non-members) informed about CamboJA’s capacity building opportunities
  • Liaise with partners and donors for the tasks related to capacity building
Monitoring and Evaluation (M&E)
  • Develop performance monitoring and evaluation tools for the capacity development program
  • Lead capacity development needs assessments
  • Collect and analyse data for performance monitoring & evaluation purposes
  • Ensure gender sensitivity is mainstreamed into all activities and capacity development initiatives
  • Keep track of project/activity performance progress and project budget
Writing project reports to supervisor and donors
  • Write annual capacity development reports
  • Support other teams in writing reports related to capacity development
  • Report to supervisor, partners, and donors about results of capacity building activities in a timely manner
Representing CamboJA in meetings and events
  • Participate in meetings with partners and donors when required
  • Participate in internal meetings and events organised by CamboJA
Other tasksOther duties assigned by reporting line

Position Qualification/Requirements

  • Bachelor’s degree in journalism, media management, or other related fields (Master’s degree is preferred)
  • At least 5 years of successful working experience as Journalism Trainer or Project Coordinator of projects related to journalism training
  • Knowledge and understanding of training management, project management and training manual development
  • Knowledge and understanding of principles and practices of professional journalism
  • Knowledge and understanding of monitoring and evaluation systems and tools
  • Good writing and oral communication skills in Khmer and English
  • Computer literacy (MS Office)
  • Teamwork and multi-culturalism spirit
  • Knowledge and understanding of gender issues
  • Strong motivation to promote professional and high-quality journalism
  • Ability to work in fast-paced environment; ability to multi-task; attention to detail and ability to travel and work with community people
