DESCRIPTION:កញ្ចប់ថវិកាដែលផ្តល់ជូន មានរហូតដល់ ១០០០ដុល្លា​រសហរដ្ឋអាមេរិកក្នុងមួយអត្ថបទ។ អត្ថបទ​ព័ត៌មានចំនួន៥នឹងត្រូវបានជ្រើសរើស!\n \n  \nI. ទិដ្ឋភាពទូទៅ និងសាវតា \nការចូលរួមរបស់ប្រជាពលរដ្ឋកម្ពុជាក្នុងការស្វែងយល់អំពីថវិកាជាតិនៅមានកម្រិតនៅឡើយ ជាពិសេសក្នុងចំណោមស្ត្រី និងយុវជន។ ដើម្បីលើកកម្ពស់ការយល់ដឹងរបស់ពួកគាត់អំពីគណនេយ្យភាព តម្លាភាព និងអភិបាលកិច្ចតាមបែបប្រជាធិបតេយ្យ ព្រមទាំងផ្តល់សិទ្ធិអំណាចដល់ពួកគាត់ក្នុងការចូលរួមក្នុងដំណើរការធ្វើសេចក្តីសម្រេចចិត្ត អង្គការតម្លាភាពកម្ពុជាកំពុងអនុវត្តកម្មវិធីមួយឈ្មោះថា «ស្ត្រី និងយុវជនក្នុងភាពជាអ្នកដឹកនាំ (WYEL)» ដោយទទួលបានការគាំទ្រមូលនិធិពីទីភ្នាក់ងារសហរដ្ឋអាមេរិកសម្រាប់ការអភិវឌ្ឍអន្តរជាតិ (USAID)។ កម្មវិធីនេះ​មានរយៈពេលបីឆ្នាំ មានគោលបំណងបង្កើនការចូលរួមរបស់ប្រជាពលរដ្ឋទាក់ទងនឹងតម្លាភាពថវិកាជាតិ និងគណនេយ្យភាពរបស់រដ្ឋាភិបាល ជំរុញឱ្យមានការចូលរួមយ៉ាងសកម្មរបស់យុវជន​​ ព្រមទាំងពង្រឹង​វិធីសាស្ត្រប្រកបដោយយុទ្ធសាស្ត្រនិងផ្អែកលើព័ត៌មានច្បាស់លាស់សម្រាប់ការចូលរួមរបស់យុវជនក្នុងសង្គម​តាមរយៈការសិក្សាស្រាវជ្រាវ។ \nប្រព័ន្ធផ្សព្វផ្សាយដើរតួនាទីយ៉ាងសំខាន់ក្នុងការផ្សព្វផ្សាយព័ត៌មាន​ពិតដល់ប្រជាពលរដ្ឋដើម្បីអោយពួកគាត់អាចយល់ដឹង និងអាចចូលរួមបានសកម្មក្នុងដំណើរការរៀបចំចាត់ចែង និងប្រើប្រាស់​ថវិកាជាតិ​  ប្រកបដោយតម្លាភាព និងគណនេយ្យភាព។ ក្នុងបំណងចូលរួមលើកស្ទួយ​សិទ្ធិទទួលព័ត៌មានលើប្រធានបទនេះ  សមាគមសម្ព័ន្ធអ្នកសារព័ត៌មានកម្ពុជា (ហៅកាត់ថា ខេមបូចា​) សហការជាមួយ​អង្គការ​តម្លាភាពកម្ពុជា​ ក្នុងការរៀបចំឱ្យមានការប្រកួតប្រចាំឆ្នាំយកកញ្ចប់ថវិកា និងពានរង្វាន់សម្រាប់ការរាយការណ៍ព័ត៌មានស្ដីពី “ថវិកាជាតិ”​។ \nក្រៅពីការប្រកួតប្រជែងសម្រាប់អ្នកសារព័ត៌មាន ខេមបូចាក៏​រៀបចំវគ្គបណ្តុះបណ្តាលជារៀងរាល់ឆ្នាំលើការរាយការណ៍​អំពី​ថវិកា​ជាតិ​ ដល់អ្នកសារព័ត៌មានយ៉ាងតិច២០នាក់ក្នុងមួយឆ្នាំផងដែរ។ វគ្គបណ្ដុះបណ្ដាលលើកទី១​​ដែលមានរយៈពេលពីរថ្ងៃ​ត្រូវបាន​ផ្ដល់ជូន​ដល់អ្នកសារព័ត៌មាន​កាលពីថ្ងៃទី២៧ ដល់ថ្ងៃទី២៨ ខែធ្នូ ឆ្នាំ២០២២  វគ្គបណ្តុះបណ្ដាលលើកទី២ ផ្តល់ជូន​​កាលពីថ្ងៃទី១០ ដល់ថ្ងៃទី១១ ខែសីហា ឆ្នាំ២០២៣  និង​វគ្គបណ្តាលទី៣​ បានផ្តល់ជូនកាលពីថ្ងៃទី ២៩ ដល់ថ្ងៃទី ៣០ ខែមេសា កន្លងទៅ។ \n  \nដំណើរការនៃការប្រកួតប្រចាំឆ្នាំលើកទី៣ ដើម្បីយក​កញ្ចប់ថវិកា និងពានរង្វាន់សម្រាប់ការរាយការណ៍ព័ត៌មានស្ដីពី “ថវិកាជាតិ” នឹងប្រព្រឹត្តទៅចាប់ពីពេលនេះ​ រហូតដល់ខែកញ្ញា ឆ្នាំ២០២៤ សម្រាប់អ្នកសារព័ត៌មានកម្ពុជា​ទាំងអស់ (ទាំងអ្នកសារព័ត៌មាន​ដែលបានចូលរួមវគ្គបណ្ដុះបណ្ដាល និងអ្នកដែលមិនបានចូលរួម)។​ \n  \nII. គោលការណ៍ណែនាំសម្រាប់ការប្រកួត \nក្នុងការប្រកួតលើកទី៣ មួយនេះ អ្នក​សារព័ត៌មាន​ចំនួន៥រូបដែល​ត្រូវ​បាន​ជ្រើសរើសដោយគណៈកម្មការ​វាយតម្លៃ នឹងទទួលបានកញ្ចប់ថវិកាក្នុងការផលិតព័ត៌មានរហូតដល់១០០០ដុល្លារក្នុងមួយរឿង (ទំហំទឹកប្រាក់នឹងស្ថិតនៅលើការសម្រេច​របស់គណៈកម្មការ ដោយផ្អែកលើប្រភេទព័ត៌មាន និងផែនការចំណាយក្នុងការផលិតព័ត៌មាននីមួយៗ ដែលរួមមាន៖ ថ្លៃសរសេររឿង​​ ថ្លៃធ្វើដំណើរ កន្លែងស្នាក់នៅ ហូបចុក សម្ភារៈ និងការចំណាយផ្សេងៗទៀតដែលចាំបាច់ក្នុងការផលិតរឿង)។ \nសូមបេក្ខជន​ទាញយក​ទម្រង់​នៃពាក្យស្នើសុំ​​យកទៅបំពេញព័ត៌មានរបស់អ្នក ហើយផ្ញើត្រលប់មកកាន់ក្រុមការងារខេមបូចាវិញ។ \nព័ត៌មានដែលផលិត និងផ្សព្វផ្សាយ​រួច​នឹងត្រូវបានគណៈកម្មការវាយតម្លៃដាក់ពិន្ទុ​ ដើម្បីកំណត់យកជ័យលាភី​ឆ្នើម៣រូបសម្រាប់ការទទួលបានពានរង្វាន់នៅវគ្គផ្តាច់ព្រ័ត្រ។​ \n  \nពានរង្វាន់សម្រាប់ជ័យលាភីនៅវគ្គផ្ដាច់ព្រ័ត្រ \nជ័យលាភីលេខ១៖ ទទួលបានរង្វាន់ជាសាច់ប្រាក់ចំនួន ៥០០ដុល្លារ​សហរដ្ឋអាមេរិក ពានរង្វាន់ វិញ្ញាបនប័ត្រកោតសរសើរ និងដំណើរទស្សនកិច្ចទៅក្រៅប្រទេស \nជ័យលាភីលេខ២៖ ទទួលបានរង្វាន់ជាសាច់ប្រាក់ចំនួន ៥០០ដុល្លារ​សហរដ្ឋអាមេរិក ពានរង្វាន់ វិញ្ញាបនប័ត្រកោតសរសើរ និងដំណើរទស្សនកិច្ចទៅក្រៅប្រទេស \nជ័យលាភីលេខ៣៖ ទទួលបានរង្វាន់ជាសាច់ប្រាក់ចំនួន៥០០ដុល្លារ​សហរដ្ឋអាមេរិក ពានរង្វាន់ និងវិញ្ញាបនប័ត្រកោតសរសើរ។ \nខេមបូចានឹងផ្តល់រង្វាន់លើកទឹកចិត្ត​ដល់បេក្ខជនពីររូបដែលឆ្លងទៅដល់វគ្គផ្តាច់ព្រ័ត្រផងដែរ។ \n១. ប្រធានបទនៃរឿង \nយើងសូមលើកទឹកចិត្តដល់អ្នកសារព័ត៌មានទាំងអស់ឱ្យ​ផ្តោតលើគណនេយ្យភាពរដ្ឋាភិបាល និង​តម្លាភាពនៃការចាត់ចែងនិងប្រើប្រាស់​ថវិកាជាតិ  (ទាំងថ្នាក់ជាតិ​ ទាំងថ្នាក់ក្រោមជាតិ)។ \n\n២. ប្រភេទនៃសាច់រឿង \n\nប្រភេទរឿងដែលអាចដាក់ប្រកួតបានគឺត្រូវតែផលិតជាភាសាខ្មែរហើយត្រូវតែជាប្រភេទអត្ថបទព័ត៌មានស៊ីជម្រៅ ឬ បទយកការណ៍ដែលនឹងត្រូវផ្សព្វផ្សាយនៅតាមស្ថាប័នសារព័ត៌មានផ្សេងៗដូចជា​ កាសែត សារព័ត៌មានអនឡាញ និង ​វិទ្យុជាដើម។\nសម្រាប់​អត្ថបទ៖​ ចាប់ពី៣ទៅ៥ទំព័រ\nសម្រាប់បទយកការណ៍វិទ្យុ៖ ចាប់ពី​ ៣នាទី ទៅ ៧នាទី។\n\n\n៣. តើអ្នកណាមានសិទ្ធិចូលរួមក្នុងការប្រកួតនេះ? SUMMARY:Training on Tuberculosis Reporting
DESCRIPTION:Tuberculosis (TB) is the world’s top infectious killer. In 2017\, 10 million people became ill with the disease and 1.6 million died. Each year\, more than 3 million people with TB are left behind without effective treatment. Drug-resistant TB (DR-TB) is a public health crisis and a health security risk in many countries. Yet only one in seven people with DR-TB are being treated today. The global rate of decline of TB incidence—2% on average—is far short of targets established in WHO’s End TB Strategy. At the current rate of progress\, the world will not be able to end TB align with the Sustainable Development Goals 2030. \nCambodia is one of the 30 high TB burden countries with an estimated TB incidence of 287 out of every 100\,000 populations and the mortality case is 17 out of 100\,000 populations. These data have shown the decreased comparing to 2019 in which the incident rate was 302 out of 100\,000. Annually\, National Center for Tuberculosis and Leprosy Control (CENAT) has notified and reported approximately 30\,000 TB cases under TB care\, diagnosis\, and treatment services nationwide. For example\, in 2018 there were 28\,464 TB notifications while in 2019 there were 30\,148 and 28\,757 in 2020\, which is lower than the TB reported and notified case in 2019. \nIt is the time to call for immediate action to end TB\, especially the key actors or influencing factors such as celebrities and journalists. They are not just to get engaged in TB-related platforms\, but they need to take leading roles for TB interventions implementation such as key messages dissemination\, advocacy efforts and joint hands for resources mobilization in TB works. \nIn addressing this particular public health issues\, there is a need to widely involve from key partners and stakeholders including journalists and celebrities. While seeing less participation of these influencing factors and persons\, CamboJA and KHANA have developed a joint workplan at aiming to increase meaningful engagement of journalists and play the critical roles in TB awareness raising amongst public and especially the key population. The joint effort will additionally enhance the advocacy initiatives in making sure TB is a top priority in the national health development agenda. \nTo build journalists’ capacity on TB understanding and awareness which leads to increase active engagement in TB works\, CamboJA in consultation with KHANA under the Joint Work Plan on “Strengthening the Engagement of Journalists in TB Education and Advocacy in Cambodia” will organize a training on TB and Media Agent that takes place on 27-28 October 2021. The two-day online training will provide a TB development opportunity and space for 20 Cambodian journalists and media professionals especially those covering health beat to enhance their health journalism skills and knowledge of TB and related issues in public health sector. \nMain Focuses of the Training \n\nCurrent status of TB in Cambodia and why we have to know about it. SUMMARY:Outstanding Member Awards Competition 2021
DESCRIPTION:One of CamboJA’s primary core tenets is PROFESSIONALISM. Under Article Three of its statute\, the Association is required among other things to work based on journalistic skills and knowledge\, respect the code of ethics\, and report without fear or favor. \n  \nEstablished by a group of Cambodian independent journalists in 2019\, the association seeks to contribute to the improvement of media freedom and media development in the country. CamboJA is the only politically neutral association of journalists and media professionals in Cambodia\, with over 100 registered members. \n  \nTo honor the strong commitment\, activism and high journalistic standards of our members especially their dedication to serving the public with reliable information during the COVID-19 pandemic\, CamboJA is organising its first “Outstanding Member Awards Competition of​ the Year 2021.” Through this competition\, we would like to promote the contribution of CamboJA members to democracy and good governance\, promote media accountability and self-regulation\, and encourage young workforce especially women to undertake career in journalism. \n  \nWinners will be announced during its annual members assembly to be held on 9th September 2021\, which marks the 2nd anniversary of CamboJA inception. All applications will be reviewed and assessed by a panel of judges with extensive experiences in journalism and media development. SUMMARY:The Launch of Khmer Version of UNESCO Publication “Story-based Inquiry: A Manual for Investigative Journalists”
DESCRIPTION:Through the grant of UNESCO IPDC (International Programme for the Development of Communication)\, Cambodian Journalists Alliance Association (CamboJA) has been implementing a project to strengthen Cambodian journalists’ alliance capacity on investigative journalism to promote media pluralism\, freedom of expression\, and access to information in Cambodia. Under this project\, a five-day training on investigative journalism has been organised to build the capacity of journalists in Cambodia to produce critical and investigative stories\, using the UNESCO’s “Story-based Inquiry: a manual for investigative journalists” as a training guide. Upon the training\, the participants have also received mentorship support from experienced journalists to put the lessons into practice. \nOriginally published in English by UNESCO in 2009 and subsequently translated into dozen languages and used in many journalism schools around the world\, CamboJA has translated the “Story-based Inquiry” into Khmer language\, aiming to make such a valuable learning material more accessible for Cambodian journalism trainers\, editors\, reporters\, students\, and others who are interested in investigative journalism. This Manual (around 200 pages in Khmer) will guide readers through the basics of conceiving\, structuring\, researching\, composing and publishing an investigation. \nThe Khmer version of the Manual will be officially launched on August 31\, 2021\, alongside with news stories produced by young potential journalists trained under this project. DESCRIPTION:In partnership with DW Akademia\, CamboJA is co-implementing a project entitled ‘Crisis Resilience in the Global Pandemic: Fact Checking’ to strengthen its journalistic capacity in the field of fact checking and verification. \nThe project is part of a special funding initiative by the German Ministry of Cooperation and Development in response to the global impact of the Covid-19 pandemic\, that aims strengthen media practitioners\, actors of civil society and their networks in their resilience and improve the availability of accurate information in times of the Covid-19 pandemic. \nThe first series of the ToT training on fact-checking was conducted on June 23-24 with 12 participants (4 female) who are CamboJA’s newsroom staff\, interns and members. \nThe trainees are expected to apply the new skills and acquired knowledge to their reporting to accurately inform the general public on pandemic-related news\, debunking falsehoods and raise  awareness on factual reporting and critical news consumption. The participants will also have opportunities to network with other media professionals through forum discussions that seek to raise awareness of the topic throughout the media sector. \nAfter receiving a training of trainers\, it is expected that CamboJA will improve its organizational viability and fact checking expertise among peers by conducting a first training on fact checking itself for other journalists in Cambodia. Throughout the duration of the project\, information for a simple-to-use\, practical fact checking manual will be produced to help news consumers verify information and debunk misinformation on the digital media.

The event will also be livestream on Facebook.) \n  \nThis panel discussion is part of a two-week online campaign from April 26 through May 10 to commemorate World Press Freedom Day. Key players in the civil society sector will take this occasion to amplify their voice to call for attention and solutions to a wide range of pressing issues that are highly concerning the media including safety problems\, legal restrictions\, and the impacts of COVID-19. \n  \nDuring the campaign period\, the Free Press Working Group will also issue a joint statement\, disseminate series of key messages in posters and videos that feature journalists\, media organisations and other key stakeholders\, and hold various sideline discussions on media freedom related topics through online radio talk shows.

SUMMARY:Kick-off Workshop on ‘Cambodian Women Journalists Network’ Project
DESCRIPTION:With the support from New Zealand Embassy to Cambodia\, Laos and Thailand based in Bangkok\, CamboJA is implementing a one-year project to establish a peer-to-peer support network for women journalists in Cambodia to promote meaningful participation of women in news media. SUMMARY:Training on Investigative Journalism
DESCRIPTION:CamboJA is one of the grant recipients of UNESCO IPDC (International Programme for the Development of Communication) to implement a project entitled “Strengthening Cambodian Journalists’ Alliance on Investigative Journalism to Promote Media Pluralism and Freedom of Expression.” Under this project\, a 5-day training will be conducted to build the capacity of journalists in Cambodia to produce critical and investigative stories using UNESCO’s “Story-based Inquiry: a manual for investigative journalists” as a training guide.
