Phnom Penh, November 23, 2023- A new impacts study from CamboJA finds that journalists and active online citizens have serious concerns regarding the state of internet freedom, digital rights, and online safety in Cambodia. Additionally, some even expressed fears of escalating threats to personal safety stemming from the internet.

This is a report that seeks to address both the impacts of digital rights restrictions on press freedom and freedom of expression on the internet in Cambodia, as well as the varying perceptions of independent journalists and citizens regarding the impacts and consequences of digital rights restrictions.

From covering wars to protest movements, women journalists working in conflict zones take immense risks in the name of freedom of information, from military attacks and threats to police intimidation, surveillance and systematic gender-based violence. Their safety is regularly put at risk, and many have developed their own tactics to stay safe.

Freedom of Expression: A Driver for All Human Rights
On 3 May 1993, the UN General Assembly proclaimed an international day for press freedom. This day is meant to remind world governments that they need to respect their commitment to press freedom. The IFJ deplores the fact that freedom of expression is far from acting as a driver for other human rights and that press freedom is clearly taking a step backwards.

Joint Statement: World Press Freedom Day 2023
Phnom Penh, May 2, 2023—The 30th anniversary of World Press Freedom Day is jointly commemorated on 2nd May 2023 in Phnom Penh by over 10 civil society organizations and media association/organizations in collaboration with development partners. Cambodian Journalism Situation Report 2022
CamboJA’s 2022 monitoring report on reported harassment against journalists once again offers cause for deep concern. While the reported cases dropped compared to last year, flickers of optimism in those figures were snuffed out by the closure of one of Cambodia’s most prominent independent media outlets at the start of 2023.
